Summary

POSITION SUMMARY:

The Purchasing Manager is responsible for managing the local buyout of construction labor and materials and aggressively maintaining cost-efficient house cost budgets to align with community goals. 

 

SUPERVISORY RESPONSIBILITIES:

  • Interview, select, and train employees 
  • Set rates of pay and hours of work 
  • Address employee complaints, mediate and resolve conflicts 
  • Communicate areas of accountability and performance expected of personnel assigned 
  • Appraise employee performance and resolve performance issues 
  • Develop individuals for future advancement 
  • Plan, assign and direct the work of employees 
  • Determine the types of equipment to be used in performing work, or materials needed
  • Monitor work for legal or regulatory compliance 
  • Provide for safety and security of the workplace 
  • Ensure adherence to corporate policies and procedures 
  • Maximize employee morale and productivity

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Negotiate contracts and execute buyout for all construction labor and material 
  • Ensure community structure, costing, pricing, colors, etc. is efficiently set up in the ERP system 
  • Manage Purchasing Agents and Coordinators to ensure all assigned tasks and company needs are being completed accurately and on schedule 
  • Resolve vendor PO discrepancies and work with accounting to resolve payment problems 
  • Monitor local trade partner performance and work with construction staff to drive quality and efficiency 
  • Review Newstar budgets, option pricing (design and structural), option catalogs, option margin reports, purchase order reports, variance reports, and house books for accuracy 
  • Maintain community standard features, specification sheets, and vendor lists 
  • Provide accurate monthly and semi-monthly budgetary reports 
  • Ensure the department is consistent with audit policy requirements and compliance Review plans, scopes-of-work, and specifications for accuracy 
  • Coordinate with Community Leaders and VPs on all margin review and adjustments 
  • Manage new and existing community bid campaigns 
  • Analyze the feasibility of custom option requests with construction and provide retail pricing 
  • Consistently review house budgets for assigned communities and work to reduce / control cost to align with company goals 
  • Provide support to Sales and Design teams 
  • Fulfill responsibilities of Purchasing Agent and Purchasing Coordinator as necessary 

 

REQUIRED JOB KNOWLEDGE, SKILLS, AND ABILITIES:

  • Strong understanding of construction, subcontracting, and customer service 
  • Understanding of sales, marketing, capital budgeting, acquisitions, entitlements, and land development 
  • Excellent analytical, creative thinking, leadership, problem-solving, interpersonal, negotiation, organizational, project management and time management skills  
  • Manage multiple priorities in a timely and professional manner with strong attention to detail with limited supervision 
  • Read and interpret financial reports, market comps, engineering reports, construction documents and specifications, 
  • contracts, owners’ association documents, and other related work documents 
  • Ability to learn and use customer relationship management software including Builders CMS, customer service software 
  • including Build Pro, NewStar, Track-it and any other company-based software 
  • Proficiency in Microsoft Office (Word, Excel, Outlook, Power Point) 
  • Effectively and professionally communicate (in oral and written form) with internal and external customers 
  • Demonstrate commitment to integrity, company values, customer-focus, and established policies and procedures
  • Display professional appearance and manner 

EDUCATION AND/OR EXPERIENCE:

  • Bachelor’s Degree preferred. Preferred areas of study include accounting, finance, and construction 
  • Minimum of 2 years related experience in a similar position, preferably with a high-volume builder   
  • Extensive budget management and negotiation experience 
  • Experience with Newstar Enterprise ERP, Inform XL, and Build Pro is a plus
